afbf28c975 Chore: Move settings-related test files into settings/ subfolder
Move test_settings.py, test_db_cache.py, and test_remote_user.py to
paperless/tests/settings/ as they all directly test settings parsing
functions.

3ec1a33cbc Chore: Remove duplicate bool conversion tests from TestGetBoolFromEnv
TestStringToBool already covers str_to_bool exhaustively. TestGetBoolFromEnv
now only tests the env var lookup concerns (present, missing, default).
Also remove TestGetEnvChoice.test_different_env_keys which duplicated
test_returns_valid_env_value.

- Migrate tests for custom parsers to test_custom_parsers.py
- Add TestParseIgnoreDates and test_parse_dateparser_languages

c6a40191f6 Chore: Refactor settings parsers into dedicated modules
- Add get_bool_from_env, get_float_from_env, get_path_from_env,
  get_list_from_env to parsers.py (ported from paperless-ngx-next)
- Move _parse_redis_url, _parse_beat_schedule, _parse_base_paths out
  of settings/__init__.py into custom.py as public functions
- Replace all inline __get_* helpers in __init__.py with the
  dedicated parser functions
- Include maxsplit=1 fix in parse_redis_url for socket paths with
  multiple colons
- Add comprehensive tests for all new parser functions
