Chore: Refactor settings parsers into dedicated modules
- Add get_bool_from_env, get_float_from_env, get_path_from_env, get_list_from_env to parsers.py (ported from paperless-ngx-next) - Move _parse_redis_url, _parse_beat_schedule, _parse_base_paths out of settings/__init__.py into custom.py as public functions - Replace all inline __get_* helpers in __init__.py with the dedicated parser functions - Include maxsplit=1 fix in parse_redis_url for socket paths with multiple colons - Add comprehensive tests for all new parser functions Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
