69e29b2dfd Add Syslog output support 
This outputs a JSON string containing one record.
Output can be configured in the INI file.

This reverts commit 9dab931f44.

9dab93 fixes Elastic output, but breaks Splunk output.
See 4ad693 for a better fix.
