chore(deps): bump django-allauth to 65.21.1

django-allauth 65.20.1 -> 65.21.1. Security fixes:

- MFA: authentication records from an inactive user's passwordless WebAuthn login could carry over to a later login in the same session, skipping MFA
- Rate limits with multiple windows for the same scope shared a cache entry, allowing longer windows to be bypassed
- Passwordless WebAuthn registration and login now always require user verification (MFA_WEBAUTHN_USER_VERIFICATION)
- Headless: reaching the phone verification attempt limit now aborts pending flows

Released 2026-10-30, inside the usual 7 day dependency cooldown, taken deliberately for the security fixes.
