Subject: [PATCH] Chore: Disallow prerelease resolution in uv (#14296)

uv's default "if-necessary" prerelease policy will silently select a
prerelease package when no stable release satisfies the combined
constraint set, even without an explicit opt-in.  Disallow pre-releases
instead
