binary_reader had two ~45-line copies of the IEEE 754 half-precision decoder: CBOR's case 0xF9 and BJData's case 'h'. Once formatting is normalised, the two blocks were identical except for the byte order used to assemble the 16-bit half (CBOR is big endian, BJData is little endian). Any future change to half-float decoding had to be made and kept in sync in both places. Add one get_half_float(format, little_endian) helper that does the two get()/unexpect_eof() reads, assembles the half in the requested byte order, decodes it per RFC 8949 Appendix D, and calls sax->number_float. Both cases now just call it with their byte order; the BJData case keeps its bjdata-only guard. Behavior, the public API and the ABI are unchanged. Verified with a scratch probe comparing the old and new decoders bit-for-bit (NaN by isnan()) over all 65536 wire byte pairs, in both formats, and by running unit-cbor and unit-bjdata (offline, against the stubbed test_data.hpp).
