The installed pkg-config file only had the include path, so a
pkg-config user of a library installed with, for example,
-DJSON_Diagnostics=ON compiled without JSON_DIAGNOSTICS=1, unlike users
of the CMake target. Append the same definitions the target has. For the
default options, the file is unchanged.

And use @ replacement instead of {}, since ${} is significant in
pkg-config's format

This is more standard, and has some advantages when cross compiling.
This also means that the pkg-config files generated by Meson and CMake
now match.
The meson builds install a pkg-config file, but the cmake builds don't.
This adds a pkg-config file to the cmake builds that is functionally
equivalent to the one generated from meson.
