Speed up writing CBOR and MessagePack, above all integer arrays
Squashed onto develop cd6b428ef (CI fixes from #5860). Original commits:
- Append to the output vector through a position-tracking sink
- Write CBOR integers without branching on their sign or size
- Write MessagePack integers without branching on their sign or size
- Use std::array for the integer size class table
- Fix clang-tidy and GCC warnings in the integer array test
- Regenerate the amalgamation
